SPECIFIC INSTRUCTIONAL OBJECTIVES:
- Understand the Framer's rational and intent for implementing a Federal System.
- Understand the vertical and horizontal relationships between and among the Federal and State governments.
- Identify the specific Constitutional elements that grant power and legal bind the Federal and State Government.
- Understand how the power balance between the Federal and State governments has changed over time and in response to historical changes.
- Comprehend the distinctions between Dual Federalism, Cooperative Federalism and New Federalism.
- Identify and properly apply the Supreme Court cases that have impacted the distribution of power between the Federal and State governments.

What is important:
